Wales Pre-school Providers Association (Wales PPA) is an independent voluntary organisation, which is an educational charity. It is the biggest supplier of community based pre-school childcare and education in Wales. Playgroups were 1st established in the early 1960's by parents who wished to supply shared play for their kids. In 1961 Belle Tutaev wrote a letter to the Guardian about how she had set up a playgroup for her own child and provided advice and hep to anyone wishing to do the same thing.
