In October 1998 after approaches from the taxi industry, the Derry City Centre Initiative (CCI) facilitated a meeting that brought the local taxi industry together. This meeting started a process to highlight and address the many and huge-ranging problems and issues that impacted negatively on the local taxi industry. For example it was widely accepted that the DOE system for the administration of the taxi industry was inadequate in working with the problems within the industry. The delay in regulating the industry was causing great hardship to the extent that the largest part of the industry was unregulated.
